MBR IT Solutions Ltd was approached by The Health Insurance Counter Fraud Group UK (HICFG) - an industry initiative to prevent and detect fraud within health care and the insurance sector - to devise and implement a bespoke software package that would allow its members to share intelligence on fraudsters who are using the private medical system to swindle insurers out of hundreds of thousands of pounds per year.
The Group consists of 11 health insurance companies, including PruHealth, AXA PPP healthcare and BUPA.
"This is a very serious matter and one that costs the industry significant sums every year," explained Chair of the HICFG, Ray Collins of PruHealth. "We know that by pooling the research and collected data on fraudulent activities and their perpetrators, we can reduce such offences, but we needed an IT provider that would understand the requirements and fulfil the information exchange needs of our members."
The system needed to fulfil four key criteria:
1. To create a flexible and efficient database facility for members to share and store information
2. To allow interested parties from outside the organisation access to this information
3. To create a 'community' website where intelligence can be exchanged
4. To devise a 'public' website to educate and inform
"We provided the solution by building an extranet based on Microsoft .NET, Microsoft Windows Server 2003 and Microsoft SQL Server 2005," said Matthew Baxter-Reynolds, MD, MBR IT. "The Group can now offer details of possible fraud cases in real-time - where quick responses can be crucial in preventing further actions where fellow members may have an interest. The system also boasts an efficient 'signposting' function to highlight potential issues - a network that can identify risks to alert others and act as an 'early warning ' system."
